Secretary-General Antonio Guterres on Saturday (February 18) outlined some of the reforms he is determined to make to the world body, during a speech at the Munich Security Conference. "One of the things we'll be doing in our U.N. reform, and I hope to have the General Assembly's support for that, is to reform the U.N. counter-terrorism structure and to make sure that we are much more effective in support to member states in this regard. The U.N. is not going to fight terrorism on the ground, but we have 38 organisations in the U.N. dealing with counter-terrorism, and as you can imagine this is not the right way to do it." He said, "So we are going to present to the General Assembly a project of reform to bring things more effectively together and to establish more effective mechanisms of coordination and command." Guterres has previously said he wants to simplify and decentralise U.N. management and make it more effective, accountable and flexible.
